A Profession of Statecraft?

The purpose of these essays is not to discuss the contribution to economic performance which public sector reform is expected to achieve. Noe is it to contemplate the political and constitutional implications of the new institutional framework which will provide the environment for the public service of the future. Rather, the purpose is both analytical and contemplative:

  • the first essay, Public Administration: an identity crisis, reviews some of the factors that have contributed to the revolution,
  • the second essay, The Multi-Purpose Public Servant, examines some of the roles expected of the multi-purpose public servant in the unified career service, and
  • the third essay, A Profession of Statecraft, reflects on the future and the need for a new policy and advisory class which encapsulates the notion of statecraft as a profession.
