The National-led government, elected in Novemer 2008 in Zealand, is committed to addressing the causes of offending and enhancing public safety. It has announced a range of policies to achieve these objectives. But many of the government's proposals have been tried elsewhere in the world and have not always been successful.

Addressing the Causes of Offending: What is the evidence? provides an overview of the available evidence on the causes of offending and the effectiveness of the responses to it. The book draws on the views and experiences of researchers and practitioners in Zealand, including those who have been actively involved working with offenders, their victims and their families. 

It is hoped that this book will enable this knowledge and experience to inform public debate and policy making during such turbulent times. It is important to ensure that effective laws, policies and practices are not abandoned. Equally, any changes that are made need to be based on sound evidence on what reduces offending and re-offending, comply with international conventions and standards, and improve the safety of the community.
