The Forum opened with a Mihi Whakatau.


Session 1: Opening Plenary

The Welfare Working Group Forum was held on Wednesday 9 June 2010 at Victoria University in Wellington. Television broadcaster Carol Hirschfeld (Ngāti Porou) was the Master of Ceremonies, welcoming members to the forum.

Paula Rebstock is the Chair of the Welfare Working Group and welcomed members to the forum in Wellington.

Minister for Social Development and Employment, Paula Bennett addresses day on of the Welfare Working Group Forum. Her topic was, "Why a welfare working group was needed."


Session 2: Plenary session - 'Is New Zealand out of step with other countries?'

Monika Queisser

Monika Queisser, Head of Social Policy, OECD Directorate for Employment, Labour and Social Affairs presented an address written by John Martin OECD Director for Employment, Labour and Social Affairs. The address was about 'Welfare reform across the OECD and other countries.'

 

Prof. Peter Whiteford

Prof. Peter Whiteford of the Social Policy Research Centre at the University of New South Wales (Australia) addressed the forum on 'Welfare in New Zealand and Australia compared to other OECD countries.'

Session 3: Plenary session - 'Will the benefit system deliver for New Zealand in the future?'

The first plenary session of the afternoon discussed, 'Will the benefit system deliver for New Zealand in the future?' Prof. Natalie Jackson, Director of Population Studies Centre at the University of Waikato and Hon. David Caygill, Chair Electricity Commission were the speakers.

B. This was the second of four parallel sessions on the afternoon of the first day of the Welfare Working Group Forum. The topic was, 'What contributes to long-term benefit receipt?' Kay Brereton and Darren Kemp of Wellington People's Resource Centre, Donna Matahaere-Atariki (Arai Te Uru Whare Hauora) of Whakatane Mill Workers and Joseph Harawira together with Kereama Akuhata of Sawmill Workers Against Poisons INC. Society (SWAP) Whakatane were the speakers. Sharon Wilson-Davis was the Chair.

Session 5: Parallel sessions

E. This was the first of second lot of three parallel sessions on the afternoon of the first day of the Welfare Working Group Forum. The topic was, 'Do employers have a role in reducing long-term benefit dependency?' Simon Hull of Allied Workforce and Paul Anderson of Kiwi Rail were the speakers. Adrian Roberts was the Chair.

F. This was the second of second lot of three parallel sessions on the afternoon of the first day of the Welfare Working Group Forum. The topic was, 'Long-term benefit receipt and unequal opportunities for children and young people.'

Graham Carters of the Australian Department of Human Services, Patricia Reade from Work and Income and Hon. John Tamihere of the Waipareira trust were the speakers. Sharon Wilson-Davis was the Chair.


Session 6: Plenary session - Summary of the Day

Paula Rebstock, Chair of the Welfare Working Group and MC Carol Hirshfeld summarise the first day of the Welfare Working Group Forum.
